OpenAI on AWS. Microsoft Exclusivity Is Dead

OpenAI shipped its models on Amazon Bedrock on April 28. Three things landed at once in limited preview. Frontier models including GPT-5.5 and GPT-5.4. Codex, the coding agent, available through CLI, desktop and a VS Code extension. And Amazon Bedrock Managed Agents Powered by OpenAI, which is essentially OpenAI's Responses API harness wrapped as a managed AWS service for long-running agents.

This is the partnership cleanup from last week's Microsoft restructure showing up in product form. With the new deal Microsoft is no longer the exclusive cloud, and AWS gets the same model tier on day one. Sam Altman and Matt Garman did a Stratechery interview to mark the moment. The line that matters: usage of OpenAI models and Codex on Bedrock can be applied toward existing AWS commitments. Anyone with an AWS spend pool now has a frictionless path to ship OpenAI agents without a separate procurement.

The agent angle is the more interesting half. Bedrock has had agent primitives for a couple of years but the harnesses were always Amazon's own. Putting OpenAI's harness β€” long-running, Responses-API-shaped, the same one running ChatGPT Tasks β€” directly inside Bedrock means enterprise teams can spin up production agents without touching the agents-sdk repo or running their own orchestration. AWS pitches this as faster execution and reliable steering, which is the polite way of saying that Amazon's homegrown agents have been losing the harness war.

For agent builders this changes the math. Until today the choice was Bedrock with Anthropic-or-Meta on Amazon-built harnesses, or build outside AWS to use OpenAI. Now Bedrock plus OpenAI agents is the default. Anthropic is still the lead model on Bedrock, but they no longer have an agent-harness exclusive there. The competition just moved a layer up.
